Harris County Improvement District #18

The Harris County Improvement District #18 (HCID#18) is a special district created by the Texas legislature in 2009 and, per its Service Plan, levies property tax to fund construction and operation of infrastructure in its boundaries. HCID#18 is bordered generally on the north by Spring Creek, on the south by Spring Steubner Road, and on the east by I-45. HCID#18 builds and operates parks, storm drainage systems, the water supply system and the waste water treatment system for Springwoods Village, and promotes the community for tourism events and conventions.
